if __ARCH_WANT_INTERRUPTS_ON_CTXSW is set to 1 for arm you can turn this
into

p->hardirqs_enabled = __ARCH_WANT_INTERRUPTS_ON_CTXSW + 0;

and save the ifdef ;)
