[PATCH] fbdev: include backlight.h only when __KERNEL__ is defined

linux/backlight.h pulls in header files (eg. ioport.h) that break compilation
of userspace programs. To solve the problem, only include backlight.h in
fb.h if compiling kernel stuff.
