[PATCH] [3/3] sched: increase ksoftirqd priority

More aggressive nice discrimination by the Staircase-Deadline cpu scheduler
means ksoftirqd is getting significantly less cpu than previously. Adjust
nice value accordingly for similar cpu distribution.
