This patch contains the remaining infrastructure changes required
for perfmon2 for all architectures. It is expected that this patch
will be obsolete by 2.6.23.

all arch:
- remove unused TIF_NOTIFY_RESUME (already in -mm)

mips:
- add smp_call_function_single()
