Could you try 2.6.23-rc3-git10?

Are you using cracked cd/dvd?

new shiny dvd

/dev/scd0:
 Timing buffered disk reads:   14 MB in  3.14 seconds =   4.46 MB/sec

I've got an old Maxtor HDD (also 5,400 rpm) results are similar.
