No. The legacy machine check code that is going away is definitely
supposed to be default n. This is effectively a default y for
the new code.

One could argue about the second default n though. I made the
ancient handlers default n because the P5 machine check has been
disabled by default anyways for many years (and is only used in
some very special embedded circumstances which likely run special
configs) and the WinChip handler is pretty useless.
So most people don't need them imho. But I don't feel strongly
about that one either way.
