[RFC patch 04/15] get_cycles() : powerpc64 HAVE_GET_CYCLES

[Mathieu Desnoyers]

This patch selects HAVE_GET_CYCLES and makes sure get_cycles_barrier() and
get_cycles_rate() are implemented.
