[PATCH 07/15] x86: Make nmi_shootdown_cpus() available on !SMP and !X86_LOCAL_APIC

[Eduardo Habkost]

The X86_LOCAL_APIC #ifdef was for kdump. For !SMP, the function simply
does nothing.
