Because it would be a regression without it. The current stack tracer lets
you know find the biggest stack size since initcall. There's some pretty
big stack sizes in the boot up process, and I want to make it easy to
record them. My test kernels now have this defaulted on.

Yeah I thought about that too. But it is in a header file, and I might be
adding more stuff as well. The ifdef here is more to annotate what the
prototype is for than to protect it. This is one of the few cases that
adding a #ifdef is cleaner than to omit it (IMHO).
