"PRINTK_DEBUG"?

  lib/Kconfig.debug:      select PRINTK_DEBUG

should that perhaps refer to "DYNAMIC_PRINTK_DEBUG"?  since there is
no such thing as a PRINTK_DEBUG Kconfig variable.
