No. The tracee resumes (again: because it was STOPPED, not TRACED),
dequeues SIGCONT, reports the signal and stops in TASK_TRACED,
see ptrace_signal(). Meanwhile, until it calls ptrace_stop(), it is
TASK_RUNNING and ptrace() fails.
