[PATCH 20/30] netfilter: NF_QUEUE vs emergency skbs

[Xiaotian Feng]

Avoid memory getting stuck waiting for userspace, drop all emergency packets.
This of course requires the regular storage route to not include an NF_QUEUE
target ;-)
