[PATCH 1/3] Move zone_reclaim() outside of CONFIG_NUMA

[Balbir Singh]

This patch moves zone_reclaim and associated helpers
outside CONFIG_NUMA. This infrastructure is reused
in the patches for page cache control that follow.
