[PATCH 32/36] Serial: Avoid unbalanced IRQ wake disable during resume

To avoid unbalanced IRQ wake disable, ensure that wakeups are disabled
only when wakeups have been successfully enabled.
Tested on OMAP3630SDP/ZOOM3.
