[Patch] kernel doc: fix some ACPI documentation

In Documentation/kernel-parameters.txt, apparently 0xffffffff should
be acpi.debug_layer not acpi.debug_level.

In Documentation/acpi/debug.txt, component ACPI_NUMA is missing, add it.
