[GIT] kbuild/kconfig for 3.1-rc1

Hi Linus,

here is the kconfig stuff for 3.1-rc1:
* Lots of internal kconfig cleanup as well as bugfixes
* New macros that allow to test CONFIG_ options in C expressions, this will
  allow to convert some '#ifdef CONFIG_FOO' in the source to a more
  readable variant 'if (IS_ENABLED(CONFIG_FOO))' in the future.
