[PATCH 3/3] mm,x86,um: move CMPXCHG_DOUBLE config option

[Heiko Carstens]

Move CMPXCHG_DOUBLE and rename it to HAVE_CMPXCHG_DOUBLE so architectures can
simply select the option if it is supported.
