[PATCH -next] printk: add stub for prepend_timestamp()

Add a stub for prepend_timestamp() when CONFIG_PRINTK is not
enabled. Fixes this build error:

kernel/printk.c:1770:3: error: implicit declaration of function 'prepend_timestamp'
