[ 37/48] ethtool: allow ETHTOOL_GSSET_INFO for users

Allow ETHTOOL_GSSET_INFO ethtool ioctl() for unprivileged users.
ETHTOOL_GSTRINGS is already allowed, but is unusable without this one.
