Another thing I've noticed that is missing from the fence api:

bool dma_fence_is_signaled(fence)
{
rmb()

retrun fence->signaled;
}

Since we only require a fence to monotonically switch from "not signalled"
to "signalled", the rmb should be good enough to enforce that and we don't
need to grab the spinlock (since especially the irq disabling is a bit
expensive).
