That string is located in arch/x86/Makefile:

# prevent gcc from generating any FP code by mistake
KBUILD_CFLAGS += $(call cc-option,-mno-sse -mno-mmx -mno-sse2 -mno-3dnow,)
KBUILD_CFLAGS += $(call cc-option,-mno-avx,)
