[PATCH 33/58] kernel/resource.c: Make internal function reallocate_resource static

Nothing outside of kernel/resource.c references reallocate_resource, so
mark it static. This eliminates warnings from GCC
(-Wmissing-prototypes) and Sparse (-Wdecl).
