[PATCH 1/2] staging: dgrp: dgrp_tty.c: Remove the TIOCSSOFTCAR ioctl handler from dgrp driver

Remove the TIOCSSOFTCAR ioctl handler from dgrp driver and let the core tty
layer to take care of this ioctl instead.
