[PATCH v2 14/76] ARC: Interrupt Handling

This contains:
-bootup arch IRQ init: init_IRQ(), arc_init_IRQ()
-generic IRQ subsystem glue: arch_do_IRQ()
-basic IRQ chip setup for in-core intc
