from init/Kconfig:

config IPC_NS
bool "IPC namespace"
depends on (SYSVIPC || POSIX_MQUEUE)
default y

so as long as POSIX_MQUEUE is enabled, the value of SYSVIPC does not matter.

or did I misunderstand your statement/confusion/question?
