[PATCH] igb: SR-IOV init reordering

igb is ineffective at setting a lower total VFs because:

/* Shouldn't change if VFs already enabled */
if (dev->sriov->ctrl & PCI_SRIOV_CTRL_VFE)
return -EBUSY;

Swap init ordering.
