[PATCH 2/9] perf tools: Making QUIET_(CLEAN|INSTAL) variables global

Moving QUIET_(CLEAN|INSTAL) variables into:
tools/scripts/Makefile.include

to be usable by other tools. The change to use them
in libtraceevent is in following patches.
