[PATCH 22/26] drivers: isdn: Move prototype declaration to headerfile platform.h from os_pri.c

Move prototype declarations of functions to header file because they are
used by more than file.

This eliminates the following warnings in hardware/eicon/s_pri.c:
drivers/isdn/hardware/eicon/s_pri.c:192:6: warning: no previous prototype for âprepare_pri_functionsâ [-Wmissing-prototypes]
drivers/isdn/hardware/eicon/s_pri.c:200:6: warning: no previous prototype for âprepare_pri2_functionsâ [-Wmissing-prototypes]
