[PATCH RESEND v7 1/2] usb: gadget: f_fs: add ioctl returning ep descriptor

This patch introduces ioctl named FUNCTIONFS_ENDPOINT_DESC, which
returns endpoint descriptor to userspace. It works only if function
is active.
