[PATCH 6/6] preempt: Remove PREEMPT_ACTIVE unmasking off in_atomic()

Now that PREEMPT_ACTIVE implies PREEMPT_DISABLE_OFFSET, ignoring
PREEMPT_ACTIVE from in_atomic() check isn't useful anymore.
