[PATCHv5] RTC:driver for Cortina's SOC

this is the fifth round of including the RTC driver for
Gemini SoC.

changes from v1

- usage of readl/write
- spaces around *
- line wrapping at open parenthesis.
- add MAINTANERS for driver
