[RFC v1 01/25] ARM, irq: Use irq_desc_get_xxx() to avoid redundant lookup of irq_desc

Use irq_desc_get_xxx() to avoid redundant lookup of irq_desc while we
already have a pointer to corresponding irq_desc.
