[PATCH/RFC 12/15] ARM: shmobile: r8a7790 dtsi: Add SYSC PM domains

Add a device node for the System Controller, with subnodes that
represent the hardware power area hierarchy.
Hook up the Cortex-A15 and Cortex-A7 CPU cores and L2 caches/SCUs to
their respective PM domains.
