taskset. sys_schedsetaffinity.

1) Its a command similar to taskset.

2) Cgroup interface as you propose seem to go against the usecase indicated by Tejun where
applications set the cache allocation themselves.

(The two points indicate that i can't see the benefit of the cgroup
interface suggestion, please clarify).
