[PATCH ] Fix perf_install build when a separate output directory (O=) is used

From: Martin Habets
Date: Sat Oct 31 2015 - 15:29:17 EST

Before this patch
make tools/perf_install
would fail as it was wrongly trying to check for directory

As the original patch states, the perf build does not follow the descend
function setup, so it needs invoking it via it's own make rule.
This is also true for the install build target of perf.
