[PATCH 09/11] perf tools: Move term functions out of util.c

From: Arnaldo Carvalho de Melo
Date: Wed Dec 09 2015 - 11:56:13 EST

From: Josh Poimboeuf <jpoimboe@xxxxxxxxxx>

The term functions are needed by help.c which is going to be moved into
a separate library. Move them out of util.c and into their own file.
