Re: include/linux/rtmutex.h: NOOP rt_mutex_destroy if !CONFIG_DEBUG_RT_MUTEXES

This seems consistent with the spirit of DEBUG_MUTEX in non-RT kernels,
so hopefully this is acceptable to the RT maintainers.
