[PATCH 6/6] soc/tegra: pmc: Implement pad configuration via pinctrl

Register a pinctrl device and implement get and set functions for
PIN_CONFIG_LOW_POWER_MODE and PIN_CONFIG_POWER_SOURCE parameters.
