[PATCH] dt-bindings: riscv: Fix CPU schema errors

Fix the errors in the RiscV CPU DT schema:

Documentation/devicetree/bindings/riscv/cpus.example.dt.yaml: cpu@0: 'timebase-frequency' is a required property
