I keep thinking about this and I'm not entirely convinced that this
shouldn't be simpler. More like:

if (DNAT)
DNAT
if (SNAT)
SNAT

So it always does DNAT before SNAT, similarly to what iptables would
do on PRE/POSTROUTING chains.
