The CONFIG_RELOCATION has performance impact hence it is will
not be enabled by default.

Also, we are moving away from fragile lottery based HART bring up
to SBI HSM based HART bring up. I am sure by next year the lottery
based HART bring-up will be obsolete and eventually we might even
remove it altogether from Linux RISC-V kernel.
