We now also have STRICT_MODULE_RWX, which causes a merge conflict. I've
added both as !XIP_KERNEL, though TBH I'm not even sure thot modules
make any sense with XIP.

My tree doesn't look quite like this. Not sure if I just got the wrong
version of something, but I didn't have the CONFIG_MMU check. It turns
out that, as I was merging this in, I saw that failing allnoconfig
(which is !MMU). I went ahead and squashed in
