[PATCH] cpuidle: tegra: add ARCH_SUSPEND_POSSIBLE dependency

Some StrongARM processors don't support suspend, which leads
to a build failure with the tegra cpuidle driver:

Add an explicit dependency to make randconfig builds avoid
this combination.
