Reminder: quotas and accounting please

Don't wanna push you kernel-developers too hard but I seem to remember way
back in the 1.1 series that Linus promised us quotas and accounting would
be added during 1.3. Hope it's still going to be done. Anybody care to
comment either way on the matter? I've not noticed any new developments
in this sphere for a while.

Don't know whether I missed an important posting but would someone care to
state what exactly we aim to have in terms of extra features for 1.4?
