1.3.63: comments on the request queue

I was jsut browsing the patch for 1.3.63 when I was surprised by one
comment (ll_rw_blk.c, ?): Some time ago the request queue sorted read
and write requests with equal precedence and the comment was
adjusted. Now the comment again states that reads are preferred over
writes again, but I must have missed the change.

Also some of the changes done in .62 were just undone in .63. I saw
this several times. It almost looks as if the patches were rather
old, and haven't been properly merged. This is not a criticism for
Linus, but I think authors of patches should try to merge their
patches with the latest revision. (I hope I don't start off an other
"we want CVS to modify Linus' sources" thread).
