With 1.3.62 I had a long (=slow) FTP session over the Atlantic. After
a while transfer had stopped, although I used the traceroute trick
(which is still necessary for FTP not to die). After losing my
patience, I hit ^C to abort the transfer. The resulting message was
that the foreign server has closed the connection due to timeout (and
not aborted the transfer due to ^C). This has happened to me several
times.
When trying a faster (=shorter distance) FTP test with 1.3.64, the
connection seemed to hang for a while. netstat showed the state as
"SYS_SENT". After a while the connection was aborted. I don't know if
this is repeatable, but I think there are some bugs left in the
kernel.
Of course it could also be my rather old FTP client (Slackware 2.0).
Short-distance FTP seems to work fine. Maybe it's a problem of
timers, windows, ACK, etc.

The French government had announced that one, or maybe two, nuclear
tests are necessary before further nuclear explosions can be simulated
on computers. I don't know which is the worst: French computers, French
mathematicans, or French politicians.
