CSLIP is still broken in 1.3.65+connections stay in CLOSE state

CSLIP broke in early 1.3.6x's. I am able to compile CSLIP in, but when
tell DIP (version 3.3.7n-uri) to establish CSLIP link, it uses plain SLIP.
Other side is Slirp, which can autodetect SLIP/CSLIP.
Also in 1.3.65 connections don't exit CLOSE state.
