Yes, I noticed this on my system last night. I just thought it was
because I was playing MOD files through the sound blaster at the same
time I was web surfing. But the modplayer cpu usage was only 15% which
seemed a little low to be causing network or serial port problems.

For me, this has just cropped up after moving to kernel 1.3.64 from 1.3.62.
I just grabbed a copy of 1.3.65 which has a few networking patches in it.
Perhaps the problem will suddenly go away :-)
