Serial driver not loading in 1.3.69

I patched the kernel up to 1.3.69 tonight and found that the serial
driver no longer loads. No information appears in the messages file
but the failure to initialize was displayed during boot. I had no
such problem with 1.3.68. The new ISDN options were not compiled
into my 1.3.69 kernel. The only option in the make config that was
changed from 1.3.68 was the CONFIG_IPX option was turned off so that
the 1.3.69 kernel would compile.
