1.3.76: /proc/uptime anomaly

With the fix from Linus my 1.3.76 shows the second number in
/proc/uptime to be 0.00. I think the number was different in older
versions.
Also the cpuinfo gives "flags:" with actually no values after that.
Maybe that's a new feature.
